How to increase upload limits?

Hello dear X10Hosting!

I want to install Dolphin 7 script through Softaculous, but the upload limits are 2M and post max size 8MB.
Dolphin uses seo urls which can't normally work with the php.ini. Is there way to change upload limits using .htaccess?

SEO URLs have nothing to do with upload sizes, and no, you can't change them.
