Can receive email but cannot send

This is what message I am getting.

Message not sent. Server replied:

Connection timed out
110 Can't open SMTP stream.

Administration has identified the issue and is now working to repair it. Emailing should be functional soon.

The issue came from a slight firewall and email queue misconfiguration.
