Block Users

Hey everyone, I am just wondering how I can block all users from my website until it has been completed. Or make a page that says "Sorry, but this site is currently under construction", and block all the other pages. Any ideas?

Hi
If your site is a cms like joomla or wordpress or any forum software ,there are options given in he CMS
but if it is a normal html site, use the index.html to say the "Sorry, but this site is currently under construction" and change the actual index.html to index3.html or any other name and then you try editing/changing it.
