What address are you using for host?
Are you absolutely certain that the password is correct? That error indicates the password you are using could be wrong

Did you tried to connect using cpanel username?

Try and post back....

Do note that an ftp account created in cPanel do NOT have the same password as you use for logging into cPanel.

Also, you never answered to what address you have set as host.
