You are not being suspended for bandwidth (that's the amount of data being transferred over the internet to and from your users) or for storage (the amount of disk space you're using). The suspensions are for how much work the server has to do to create and serve pages when you use WordPress, particularly when you use themes or plugins that aren't well-behaved. What it boils down to is this: in trying to be all things to all people, WordPress has become a platform that does everything the hard way. All by itself, just using the default install and the default theme, it does a lot of calculating and makes a lot of database calls to produce a basic HTML page. When you add features using themes and plugins, the server needs to do more work -- and not all of the plugins are well-written.
