PHP script is not able to connect MySQL though it was doing earlier

I can't connect to my database in MySQL server (mysql-stoli.x10hosting.com). Though it was running without any problem, now it is giving the problem with a system error no.113 as given below.

"Warning: mysql_connect() [function.mysql-connect]: Lost connection to MySQL server at 'reading initial communication packet', system error: 113 in /home/chacalja/public_html/Cotti/Includes/db.php on line 40"

Please tell what has gone wrong
