I understand free hosting stand for web page hosting!
But can i host mobile optimised version of my website in a folder so mobile users can acess at domainname.com/m ? Is hosting mobile web pages against tos?

As long as the site otherwise confirms to the TOS, hosting mobile-specific versions of the site is fine.
Nothing is always absolutely so.
