403 Forbidden "You don't have permission to access /cgi-bin/guestfriend/setup.cgi on

I am trying to setup GuestFriend guestbook. I have followed the directions step by step but keep getting the 403 error. What am I doing wrong? I have set this up before twice on a different hosting server without any problems. I switched to x10.mx hosting because the old server became unstable and seemed to be down more than it was up. Thanks in advance for any suggestions.

CGI (Perl and Python) have been disabled on the Free Hosting servers due to abuse in the past.
