can't upload file

when i upload a file ,show" unknown Bytes complete FAILED!: Unknown error or disk quota exceeded.
but the directory "/home/hjonline/public_html" is empty

Were you uploading through ftp or cPanel's file manager? If it's one, try the other, and let us know here if the other way works or not.
