Only the original account holder can retrieve information from the account, but I can say if you can get in touch with said account holder, tell him it's NOT permanent. If he reads the suspension reason, it details why it was suspended.
TOS breakers will be suspended regardless of race, creed, national origin, hair color, or favorite food. Thanks for your understanding!
