Anyways,
I suggest you can use wordpress,joomla,smf,mybb,phpbb,drupal,magento : if you like php programming
else you can use html for basic site builiding which means using dreamweaver for making and uploading the site through ftp.

For uploading you can use cPanel or filezilla(ftp)
