PHP shoutbox scripts are fine, just be mindful that if you have some bad coding or a really popular shoutbox that uses MySQL that you might run into High Resource Usage suspensions for using too much CPU. These suspensions are always temporary, meaning you are always able to unsuspend yourself or be unsuspended by a community advocate.
