i want to add chess game so my visitor can play chess in my free website ,
is it against free hosting rules??

If your chess game is copyrighted and if you donot have the ownership of the copyright or a valid legal permission to use the chess scripts, then it is against ToS
If the chess script is GNU/GPL or free for public usage and reproducability I donot see problems as of now
