Shell access is not granted on the Free servers for any reason.
Nothing is always absolutely so.

I also want to point out CronJobs can be set up via cPanel (keep the 5 minute limit from the TOS in mind), and the python chat server would violate the Script Hosting section of the TOS. Python is not enabled on free anyways though.
TOS breakers will be suspended regardless of race, creed, national origin, hair color, or favorite food. Thanks for your understanding!
