Root meaning what exactly? SSH is disabled on all free servers, and we can't hand out the root login to the server itself for obvious reasons, but there's more than one meaning of "root access," so what is it you're trying to accomplish?

i want auto indexing off and to use some php commands for example exec.

You can use .htaccess to set the indexing.

exec and some other PHP functions are disabled and will not be enabled on a per-user basis.
