after uploading my index file to the web address i am unable to access the site.

i get re-directed to

i have checked the forums and everyone is being told to clear cache well ive cleared my cache and flushed my dns and still i have no luck.

i have tryed 2 desktop computers and 2 laptops aswell as my smartphone and every device has the same result.

i have access to my cpanel but not the website.
