Resource limit ONLY cares about CPU usage, not bandwidth. While the traffic indirectly would affect this, more traffic means more page loads (executions) which means more CPU usage, traffic does have a very small impact over all.
Were you doing anything special right before the resource limit hit your account?
The limits are set the same on all free hosting accounts, and basically the only way to increase it would be to upgrade to a paid option (premium hosting or Illuminated package).

My guess is it involved the nulled install of vBulletin and the keygenerator. No evidence to prove that's what caused the resource usage, but vB's known to be intensive during install, and I'm sure that keygen isn't helping things.
Granted, the bigger issue -now- is the suspension for warez, but it's more of a note for anyone else installing legitimate copies of vB - it will likely trip HRU. It did on the old system, it still does on the new one.
TOS breakers will be suspended regardless of race, creed, national origin, hair color, or favorite food. Thanks for your understanding!
