Does phpfilenavigator violate Tos?? its included in softaculous cp

Hello,
I would like to ask for a clarification. The Tos states not to use the service for FileHosting.
But, for me, its really annoying to login from x10's cp everytime that too, most of the times i will be on a mobile device. For this, the included script phpfilenavigator in the 'others' categosy of softaculous serves me handy.
I can easily upload small images or text files required for my blog posts right from my mobile device.
But this script provides option to add users, by which the admin can add custom users to access the application.
Would it violate the Tos if only ME is the only person to access it?? But you cannot know how many users the admin has provided access to !! So, would it violate Tos?? I currently have this script installed, with ONLY I have the access. Could i keep it or would it violate the Tos?? I could assure that I am the only person having access and I will be the noly one..

File hosting means as in you cannot have a script that uploads files and that can be accessed publically. As far as I know, PHP File Navigators are NOT against the TOS as most forum softwares use them.
