May be that the browser cached some old data and it is showing the same.
Kindly clear the browser cache and flush dns using ipconfig /flushdns command from command prompt.

its impossible.. im using a brand new laptop, the website files have been on my removable hard drive for 7 months.
iv cleared the cashe and flushed dns anyway & its still saying its suspended, the url is promafia.x10.mx

Found the problem; your .htaccess from March actually contains the "suspended page redirect" code. I've removed the offending code from the file and if you clear cache, it should load normally once again.
As for your local copy, you may want to do the same - it's in the .htaccess file
