cannot log into my cpanel

For over an hour I've been receiving a Server Error when trying to log into cpanel with the message requesting me to create a ticket.

I receive the following when trying to connect to cpanel:

The connection has timed out
The server at boru.x10hosting.com is taking too long to respond.

The site could be temporarily unavailable or too busy. Try again in a few
moments.

If you are unable to load any pages, check your computer's network
connection.

If your computer or network is protected by a firewall or proxy, make sure
that Firefox is permitted to access the Web.

I've also just tried connecting to the site Boru.x10hosting.com and that page tells me the server is down.

So when I log into my account and go to hosting at : https://x10hosting.com/control/?hosting

I have an option to click "Login to cpanel" which then redirects me to :
https://boru.x10hosting.com:2083/log...n_theme=cpanel

Sorry I didn't include this info earlier. My issues thusfar have been 2fold I've been trying to set up my wordpress install and keep receiving "Error establishing a database connection". Due to that error I was trying to log into my cpanel and verify I've entered the correct settings for my database which is when I realized for the last two hours I've not been able to access cpanel.

As far as my database config file I've went with the following:
DB_Name: myusername_DBName
DB_User: myusername_UserName
DB_Password: PasswordIusedwhencreated
DB_Host: LocalHost and I've tried "mysql.x10hosting.com"

I tried updating my post but my edits wouldn't save so I'm replying to say that my wordpress install is working now however my cpanel still isn't loading.
