cPanel not working

I cannot log into cPanel for my account. When I click the "log in to cPanel" button on my Hosting Account Management page, it brings me to a broken link: https://stoli.x10hosting.com:2083/login/?login_theme=cpanel
which brings up a "connection could not be established" error (no 404 page, no server timeout, as though the server simply doesn't exist)

I can see the login page fine; this might be because your computer is blocking port 2083. Are you sure you don't have a firewall setup, anti-virus, proxy or router that is blocking Port 2083?
