error installing moodle

It was suggested that we should install software ourselves because the softaculous is not working... So I am trying to install moodle... but I get this error

"The Zip PHP extension is now required by Moodle, info-ZIP binaries or PclZip library are not used anymore."

and the moodle docs say I need to add this to the php.ini file
extension=zip.so

but I don't know where is this "php.ini" file... or even that it can be accessed by me.
If it is something that the server admins has to/can do. then please do it.
