how do I run PHP or HTML files using my browser?

I logged into my account (looks like I can login, at least for now) and uploaded a file "phpversion.php" which I want to run. The way I normally run such files is to put the filename into my browser. However, I've tried that via both HTTP (https://) and FTP (ftp://), as well as by putting the file into "public_html" and typing my domain name "davidheimann.elementfx.com" into the browser (as suggested in README), and the file "phpversion.php" doesn't execute. How do I get it to do so?

What is that file supposed to do? When I go to access your file like you did, it returns a blank page. I don't think phpversion is enabled on the server, for the same reasons phpinfo isn't enabled. If you'll go into your cPanel, you'll see the phpversion in the left sidebar.
