Not if the torrents are for any copyright-infringing or otherwise illegal content. Linking to a source of illegal material is the same as hosting the illegal material under the Terms of Service.
If the torrents/magnet links are for software or media that you have created (media, that is, that does not infringe any copyright), then you ought to be good -- but be aware that they will probably be checked out. If the torrent is for someone else's freely-distributed work (stuff licensed under the Creative Commons or freely distributable under a Free Software license), then it would be a much better idea to link to the original source, both for the sake of your account and for your users' peace of mind.
Note: you cannot host the torrents themselves under any circumstances.
