PHP script not running

I have been hosting a webpage that runs a PHP script for a while now but it no longer works: http://caching.x10.mx/Untitled-1.html

I have been trying to change the script to see if it has become an issue but on trying to upload a new script via FTP I get an error stating that that I have exceeded my storeage allocation.
My files hosted are very small so I dont see how this can be an issue.
