Restriction Countries.

Hi. Currently I'm on one of the restricted countries. I live in Portugal. Is there a way that you guys can give me the unlimited space an not only the 500MB?
Another thing... becouse the service is free, is there a probability that the accounts can be deleted or something? I'm planning on having information with value. Do I need to make backups.
Can someone please give a link for the rules so I do not get suspended? Thanks!
