Your account has never been suspended; did you get a message along the lines of "Resource Limit Hit!" ? If so, did you read the details of the message?

Edit: If it's due to the 403 forbidden, you don't actually have a site uploaded, so the system throws a Forbidden cause indexes haven't been turned on in your .htaccess - there's nothing to display, so it throws a 403.
