Unless you get a significantly higher post count, then you cannot reply to any threads other than your own in the free hosting forum.

Is that from just trying to replies to free hosting support threads? or is it happening when you try to reply to threads in the other sections of the forum?

Yes. That is why you can't reply to threads in the free hosting support section. The other community helper that told you this:
He was referring to not being able to reply to any thread in any section of the forums until your post count reached 10 or so, and that would take you out of the user group for new accounts that required you to fill in captcha and the like. You still can't reply to threads in the free hosting support forum specifically until you reach a higher post count, though. Please see the link I that I already replied to you with in order to see how many posts are required to do this.
