    - Account must be one week old
    - You must be using at least 500MB of your storage space
    - You must have a working website online that falls inline with our terms of service

    If you meet the above requirements just open a support request and a community support representative will upgrade your account.

    You posted the requirements, which means hopefully you also read them...

    Your account does not meet all of them, it needs to meet ALL before it is eligible for an upgrade to unmetered space
