I was wondering if download websites are allowed in X10Hosting?
But the ones that have limited resources like only 100MB max space, 80MB max upload size, no parallel uploads/downloads, wait for 1 minute, and needs for everyone to wait 5 seconds before using, logging in, registering, and loading pages so the CPU usages stays low and bandwidth stays below 60 MB.

Just simple, no warez, no cracks, no adult content, wait for 5 seconds for anything, wait 60 seconds for download, wait 35 seconds for upload, 100MB Storage, 80MB max upload size.

Sounds to me like a clone of Rapidshare - a file hosting service. If that's the case, where files are allowed to be hosted, then no, it'd be forbidden under the current TOS.

Clone of rapidshare? LOL, rapidshare makes you wait for 5 minutes and 2 minutes for both downloading and parallel downloads.
