It is under the section "Software/Services". It should definately be on your cPanel.

It cannot be activated like that. We need to install the module for cPanel and set the stuff up at CloudFlare.

Sorry for the delay, but I just got the answer back. Cloudfare hasn't been installed yet on the server you are on (we do incremental update, or in this case, install of new features). It is on the TO-DO lists, and I'd guess pretty high.
