CPanel Connection Refused

I was trying to log into CPanel to update my database but the connection was refused by the server.

The URL: https://starka.x10hosting.com:2083/login/?login_theme=cpanel
The error message: Error 102 (net::ERR_CONNECTION_REFUSED): The server refused the connection.

Please ensure there are no firewalls, reuters, proxies or anything similar that could be blocking access to Port 2083.
