This is likely because, assuming you posted from the IP you're trying to sign up under, that network has been blocked. The IP you posted from traces to a rival hosting company, which isn't the real problem - the problem is proxies and VPN's hosted through them can be used to bypass our country restrictions, which have perfectly valid reasons for being used. Said hosting company also has no reason to be trying to register through us anyways - they're a hosting company, they'll host anything they need themselves

If you're using a proxy or a VPN, disable it and reattempt signup.
