Unable to upload files to website

I'm trying to change the permissions on my public_html directory from 750 (read only) to 777 (read/write) in the file manager so I can upload files to my website but I get this error:

/home/dave2012/public_html chmod failed: Read-only file system in /home/dave2012

[Dead-i]

We are currently experiencing some server issues. Administration is aware and it is being worked on. All of your files should be safe.
