Not able to create files

Hello All,

I am newbie here. I would like to start a site for our local Church. I created an account and was ready to start. When I go to control panel, file manager, go to Web Root (public_html/www) and try to create a file, it gives me error "ERROR: Could not create file "index.html" in /home/champa/public_html: Directory /home/champa/public_html does not exist".
I tried upload option and also to create a new folder - same error. So I'm unable to proceed. Can somebody help me please?

I had searched in the forum and saw many other similar queries. But all of them were closed without replies. Can somebody please help me?
