Facing problems in cpanel

I am unable to create email account or FTP account,it says:

error Error
The disk write test failed. You may have exceeded your quota, or the disk is full.

and when I open the "file manager",i don't see any of the default directories which should be present except /home/username , i am unable to load any web page as it says "Maximum file size allowed for upload: 0 Bytes".

when I clicked on "expand stats" in cpanel homepage it displayed error as:

[a fatal error or timeout occurred while processing this directive]

whats the problem? am i doing something the wrong way?
