I can't do anything with my account

When I try to create my email I recive this message "The disk write test failed. You may have exceeded your quota, or the disk is full".
Whe I try to create the public web folder (public_html) I recive this message "ERROR: Could not create directory "public_html" in /home/elyeti: Directory /home/elyeti does not exist."
Can you help me?
