Can't run perl scripts on the host!

Hi. I have uploaded a perl script on the server but when I try to run it (I simply type in the address of the file in the address bar of the browser) I get 403 error: Permissions are not enough! However, if I request a php page in the same path with the same permissions, it runs just fine!
Why does this happen and how can I solve this problem?
