if you can't login to cPanel still - i suggest you raising a ticket in account portal.
have no problem logging in to Stoli server cPanel

to do that you need to have a static IP service. Most ISP provides Dynamic IP which means the IP assigned are not constant - even myself is on Dynamic IP but I don't have such problem because my ISP does not change my IP that often.

you can consult your ISP but i don't know if they can do much if really they change your IP that often.

getting a VPN connection with a dedicated IP address may help i guess.
