cannot link forum and hosting accounts

I have two addresses on file via cpanel, however I do not receive any emails with "further instructions" to link my accounts.

What do you mean by "two addresses"? You should only have on email address set with cPanel: make sure you set your primary email address by clicking the "Update Contact Info" button in cPanel. THEN try it, and if it still doesn't work, then post back. Also, it might take a little while to get the email (sometimes it just does).

two addresses:
under contact info, there is a box for a primary email address and another box for a secondary email address. I just filled in both boxes with two separate emails, and haven't received anything from either.

Currently, I cannot access cpanel, anyway - not sure what's going on.
