unable to send mail in windows mail (vista) or webmail

cant connect while sending mail with windows mail and I think the error in the webmail client is adminitrative refused.

it might just be vista... it is one of microsoft's worst releases in the past 10 years and it has alot of bugs they are fixing in sp1 :P

in webmail when I try to send it says:
There was an error sending your message: Failed to connect to localhost:25 [SMTP: Invalid response code received from server (code: -1, response: )]

In windows mail:
The host 'mail.darklight.pcriot.com' could not be found. Please verify that you have entered the server name correctly.
Subject 'test', Account: 'mail.darklight.pcriot.com', Server: 'mail.darklight.pcriot.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 11001, Error Number: 0x800CCC0D


As far as windows mail goes I could care less as long as i can access through webmail.

I am using the default settings for the webmail, it logs in but wont send.
Also, is it possible to enable sendmail for my php?
