cPanel page?

I've configured my uni.cc domain by changing it in account manager. And it was working yesterday but now it comes up with a cPanel page saying:

I've just found out that other people can visit my site but i cant? why is this.

try emptying your chache and reload the page

i have the same problem sometimes, I think i was blocked by there firewall x10 side. try your site through a web proxy like ninjaproxy.com or hidebehind.net if they work through that then pm an admin ur IP and asked to be unblocked if it is

I can access it through a proxy but not normally.
