Can't get emails working

I can't get my emails working.

On cpanel it says i'm using Horde and when i try to send some out of it says

'There was an error sending your message: Failed to connect to localhost:25 [SMTP: Failed to connect socket: Connection refused (code: -1, response: )]'

can anyone help???

Yes, and it's come up with a different error message!

Connection refused
Server replied: 111 Can't open SMTP stream.
