Cannot Uninstall FrontPage Extensions

these files still appear after attempting to uninstall frontpage.
at first attempt to uninstalled it sayed:

"Starting uninstall, port: 80.
Error: The FrontPage Server Extensions are not installed on 'thehiddenweb.net:80'."

so then i "installed" frontpage and then uninstalled it and it worked, but now that i click on "clean up old extensions" it says:

"Starting uninstall, port: 80.
Error: The FrontPage Server Extensions are not installed on 'thehiddenweb.net:80'."


and the those files at the top of this thread are still in my hosting!

so whats going on here, why cant uninstalling frontpage remove those folders.

another question what is frontpage? is it like Java, ruby on rails, or other types of frameworks?

Those files come standard with the hosting account. Since it seems like everyone is wanting frontpage extensions.
