I definitely have heard that rule, but I can't find it in the TOS or acceptable use policy. You might want to speak with an admin.

That's the second step of the sign-up process for free accounts. Basically, it's telling you that if you want to keep your website, it should be written in Engilsh, French, or Spanish. Don’t give up nexus-se! There is a chance you may have your website done in Portuguese as long as you have a direct translation of the website in English.
