footer not dispaying proper

I'm developing a wordpress theme mainly for experience.

My footer is displaying strangely dispute my css telling it to be 16px high it appears to be twice as high and the bottom half is brown rather than the green it should be.

I've checked both my css and html thoroughly and cannot work out why this is.
