You'll need some form of image editing program or you could use one of the thousands of free online services that do it for you:

i would recommend "gimp" it free and multi platform http://www.gimp.org/downloads/

then its just a simple case of file>save as>example.gif

If you want to make a GIF Animation, I recommend using the free GIMP mentioned by krofunk above.

Each frame of the animation would be a new layer.

Then save as a GIF file.

Adobe's ImageReady or Adobe Flash are very good choices, but are not free, GiMP on the other hand is...

It depends on what kind off image you want to make... (movie > Gif, Banner, etc.)
