I use Adobe's Dreamweaver to create, edit, and publish my websites. It's pay-for software, though. If you're looking for free web creation software, I'd google free web creation software and look around and sample some. Also, look for reviews by googling free web creation software reviews. Good luck!

I too use Dreamweaver but there are many other alternatives. If your good with code a good one is notepad++ if you're running mac text edit is the equivalent, But if you need a WYSIWYG editor (What you see is what you get) and you're running windows heres a few options...
