Layout needs work. I personally find it distracting that your banner is on the top covering your top logo. It takes away from the image for sure. I would recommend placing that elsewhere. The colors are fine and simple.

Ask Derek replied, the Iframes are a mess and don't fit, but I"m sure you just implemented those for "under construction" purposes. Also your border widths are somewhat unappealing also. Maybe try fixing those with some sorta css design.

I would use css but I dont know it. I know a few simple things but I have never written it. If someone would like to help me w/ the css I would be glad for the help.

A horizontal scrollbar on 1024x768 is not a good thing. You should use percentages instead of fixed width so it changes to fix any resolution.
