I know how to create a layout for my website.
But I'm not sure how to put it on my site.
Where do I put the code at?
Oh and is it possible to preview my site?
If it is, how do I do that?

I've uploaded quite a few times using the file manager in Cpanel. Who says you can't?

Upload anything you wish to be made public into your Public_Html folder.
